@Hugy9 I believe it is an analog flanger. This dude built some effects boards for Jacob Petersen, guitarist for The Steve Miller band. He uses a Hartman Analog Flanger for his board but that is not necessarily the one Steve is using in this recording.
Look up vertexeffects on google.
Also possible that the effect is made using more than one pedal in sequence. Like a Wah-Wah pedal.
Not a musical expert, just a logical dabbler.
